Appointments to Outside Bodies

Executive Summary

Following the arising of vacancies, appointments to the following Outside Bodies are proposed in this report:-

 

·         Forest Arts Consultative Forum

·         Road Safety Council – Central Hampshire Area

·         Wessex Water Southern Customer Liaison Panel

Recommendation

That the appointments to Outside Bodies identified at paragraph 6 (a) to (c) of the report, be approved for the remainder of the four year term 2023-2027.

Reasons for recommendations

To ensure that the Council retains full representation on Outside Bodies to which it is entitled to appoint, in the interest of good governance.

Introduction and background

1.           Following the arising of vacancies on three Outside Bodies, this report details proposed appointments to fill those vacancies.

Criteria for appointment

2.           The Council’s agreed criteria for representation on Outside Bodies states that:-

 

(a)        there will be a clear benefit to the Council and/or the inhabitants of the District through formal representation on that organisation; or

(b)        the Council has made or is continuing to make a significant financial contribution towards the establishment or operating costs of the organisation and that appointing a representative will help ensure good governance.

 

3.           The criteria for making appointments also suggests that where feasible, appointments to Outside Bodies should be made by office rather than by name.

 

4.           In making appointments, the Leader should also give careful consideration to selecting the most appropriate representative, taking into account the nature of the appointment and other issues such as local representation and the relevant experience and expertise of the appointee.

6.           The following appointments are recommended in respect of the three Outside Bodies:-

 

(a)        Forest Arts Consultative Forum

1)   Ward Councillor in the New Milton Town Council Area (Cllr Alan O’Sullivan)

 

(b)        Road Safety Council – Central Hampshire Area

1)   Place and Sustainability O&S Panel Member (Cllr Allan Glass)

 

(c)         Wessex Water Southern Customer Liaison Panel

1)   Place and Sustainability O&S Panel Member (Cllr Alvin Reid)

Corporate plan priorities

7.           By ensuring that the Council has representation on these three Outside Bodies, it can promote and further the following Corporate plan priorities through attendance at these forums:-

 

·         People – Empowering our residents to live healthy, connected and fulfilling lives.

·         Place – Protecting our climate, coast, and natural world.

·         Prosperity – Supporting our high quality business base and economic centres to thrive and grow.

Options appraisal

8.           Whilst the Leader could choose not to make appointments to these Outside Bodies, this alternative option is not recommended, as it is deemed that there will be a clear benefit to the Council and the inhabitants of the District through formal representation on these organisations.

Consultation undertaken

9.           Consultation with the Leader of the Council and the Executive Management Team has been undertaken in the preparation of this report.

Financial and resource implications

10.        There are none arising directly from this report.  Appointments to Outside Bodies are designed to ensure that where the Council makes initial or ongoing financial contributions to an organisation, there is a mechanism to ensure there is Council representation in the relevant forum.

Legal implications

11.        There are none arising directly from this report.

Risk assessment

12.        A formal risk assessment was not considered necessary for making appointments to Outside Bodies.

Environmental / Climate and nature implications

13.        Representation on the Wessex Water Customer Liaison Panel is sought from the membership of the Council’s Place and Sustainability Overview and Scrutiny Panel, to ensure that representation is relevant and appropriate to the Council’s environmental objectives.

Equalities implications

14.        The Leader, as with all Outside Bodies appointments, is requested to have regard to appropriate and inclusive representation in making these appointments.
